About us
Siper Insurance was founded in Baku in 2006 and works only in non-life insurance: cars, property, travel, health and liability. We are licensed by the Central Bank and have eight offices.
How we grew
- 2006The first office on Neftchilar Avenue, nine staff: compulsory motor and property insurance.
- 2008The first regional office, in Ganja. Sumgait a year later.
- 2011The Yasamal office and the first car inspection bay for KASKO.
- 2014The claims department began working day and night; the rule that an assessor reaches a car in Baku within 2 hours.
- 2019We began selling compulsory motor insurance on the site.
- 2023Health insurance: the partner clinic network reached 14.
- 2026KASKO in four parts, all main policies online, claim status on the site.
2025
In 2025 we collected ₼41.6 mln in premiums and paid ₼19.8 mln on 11,240 claims. At the year’s end there were 186,000 policies in force and 312 staff. The figures are from the audited accounts.

Chair of the Management Board
Joined in 2006 as the company’s first underwriter and built the motor department. He has chaired the Management Board since 2019 and answers for the reinsurance treaties and the branch network.

Eleven years as a loss assessor. She set up the rule that an assessor reaches a car within 2 hours and a claim is decided within 10 working days, and reviews the list of late claims herself every week.

Audited insurers’ accounts at an audit firm. She answers for the insurance reserves, the solvency margin and the reports to the Central Bank.

Leads the team that sets our tariffs and the online quote. Paying KASKO in four parts and buying a policy on the site were his projects.

Reinsurance
Large property, construction and cargo risks are reinsured under treaties with international reinsurers. An independent international audit firm checks our accounts every year.
