About us
Three engineers who left a bank’s IT department founded Sətir in 2012. Today we are 84 people in Baku and 28 in Ganja, building software for banks, retail, logistics and the public sector.
Fourteen years
- 2012
Elvin Gasimov, Narmin Hajiyeva and Rauf Aliyev leave the bank and found Sətir. The first order: a contracts system for a small leasing company.
- 2014
The first banking project: an internal system for loan applications. 18 people.
- 2016
The first mobile app, native on iOS and Android. The design team is formed.
- 2019
The Ganja development office opens with 6 people; the first internship runs.
- 2021
The information security system is certified to ISO/IEC 27001. The data team is formed.
- 2022
An e-services portal for a state agency goes live. The first support plan that answers critical incidents around the clock begins.
- 2026
112 people, two offices, more than 40 systems running under support contracts.
Who we are today
112 people in all on 1 October 2026: 71 developers, 14 test engineers, 9 designers, 11 project managers, 4 analysts and 3 people running the office. 63 have been with us for more than 3 years. Teams are built around clients, not projects: a bank’s team works with the same bank for years.

Elvin Gasimov
Co-founder, CEO
Spent 7 years as a backend developer in a bank’s IT department. Founded Sətir with two colleagues in 2012; runs contracts, the budget and the largest clients.
Narmin Hajiyeva
Co-founder, CTO
Has written Java since 2008. Signs off every project’s architecture and owns the information security system and the ISO 27001 audit.
Orkhan Mammadli
Director of Delivery
Leads 11 project managers and 4 analysts. Sends every client the schedule and budget report every two weeks.
Leyla Rustamova
Head of Design
Runs the work of 9 designers from interviews to the design system. Before Sətir she designed mobile banking apps at an agency in Tbilisi.
Tural Babayev
Head of the Ganja office, mobile
Opened the Ganja office in 2019 with 6 people; 28 work there now. Also runs the internship.

Our information security management system has been certified to ISO/IEC 27001 since 2021; the certificate was renewed in 2024. Certificate number IS 7318204; we send a copy on request.
